Granicus GXA is an AI agent for government that answers residents around the clock and creates service requests inside the conversation, and Granicus says it answers more than 90 percent of the inquiries it receives. Resident interactions were growing 35 percent a month in August 2026, and in the UK the price list starts at £17,850 a year.

It suits cities, counties and national agencies with steady inquiry volume, especially those already using Granicus websites, service request or agenda tools. Very small towns with few calls may find a per-call voice agent or simpler chatbot a better fit. We rate it 7.9/10 on our scale. We have not used GXA; this review is based on Granicus press releases, product updates and its published UK G-Cloud price list.

GXA Answers Over 90 Percent of Resident Questions

  • GXA answers residents on the web, by voice, SMS and WhatsApp, and transfers to a live agent when needed.
  • Granicus reports more than 90 percent of inquiries answered, 47 percent outside office hours and 35 percent monthly growth in resident interactions.
  • Residents can create and track service requests through conversation, with photo analysis and Esri maps.
  • The UK G-Cloud price list starts at £17,850 a year for GXA Core, with add-ons and implementation extra.
  • Workflow agents for permitting, licensing and public records are in development with customers.

Granicus GXA by the Numbers

Granicus is one of the largest government software vendors, and it has published unusually detailed GXA figures and prices.

The 47 percent after-hours figure is the strongest case for GXA. Nearly half of resident questions arrive when a city hall phone line is closed, so an agent that answers them, and can log a pothole or missed pickup, extends service without overtime.

The 35 percent monthly growth suggests agencies that start with GXA tend to widen its use, adding channels and topics once residents find it. That fits the Granicus pattern of starting on the website and then adding voice and SMS.

The published G-Cloud price list is also rare for government AI. Most vendors in this market quote every deal. A UK council can read its exact band, and US agencies get a useful reference point before requesting a quote.

How GXA Handles a Resident Question

Granicus describes GXA as identifying what a resident needs and giving a direct, compliant answer, then taking action where it is connected to agency systems.

Grounded Answers

GXA answers from approved government information and works under permissions each agency defines. Granicus says the underlying model was trained on validated public-sector data drawn from billions of digital experiences and improves through the analytics in its Government Experience Cloud. Every answer is traceable, and Granicus logged more than 2,300 safety interventions, including more than 1,700 privacy protections, by August 2026.

Channels

Residents can reach GXA on the agency website, by voice, by SMS and on WhatsApp, and can ask to transfer to a live agent. Many residents ask more than one thing at a time; Granicus reports 46 percent of interactions cover more than one question.

Service Requests in Conversation

Through integrations with Granicus OneView and govService, formerly Firmstep, residents create, track and manage service requests in one conversation. GXA can collect a location or a photo, analyze the image and place the request on an Esri map. Examples Granicus gives include reporting a pothole and checking a trash pickup schedule.

Meetings and Public Records

Connected to Agenda LE, formerly Legistar, GXA answers questions about meeting schedules, agenda items, voting records, decisions and roll calls in plain language.

A Saturday Night Pothole Report

A resident hits a pothole at 9 p.m. on a Saturday and opens the city website on her phone. She tells GXA where it is and uploads a photo. GXA confirms the location on the map, classifies the request and creates it in the city’s service request system, then gives her a way to track it. She also asks when the next council meeting will discuss road repairs, and GXA pulls the date and agenda item from Agenda LE. On Monday, public works staff see a complete request with photo and location rather than a voicemail.

Workflow Agents in Development

Granicus is building workflow agents for permitting and licensing, service requests, agenda and meeting management, and public records with customers in its Innovation Lab. Karthik Anbalagan, general manager of emerging technologies at Granicus, said these agents keep people in the approval loop wherever policy or judgment requires it.

Analytics for Web and Contact Center Teams

Granicus pitches GXA’s analytics as a second benefit. The same conversations that answer residents show what they ask most, which needs are emerging and where the website is unclear. A communications team can see that residents keep asking about a new parking rule, then fix the page or add a notice, which reduces the questions in the first place. The UK price list also offers an Enhanced Analytics add-on and a Feedback Agent for agencies that want more.

What Agency Staff Still Do

Staff maintain the approved content GXA answers from, handle transferred conversations, work the service requests and approve any action that policy reserves for a person. Analytics on content gaps tell web teams which pages to fix.

Banded Annual Pricing on G-Cloud

Granicus’s UK G-Cloud 15 document is the most detailed public GXA pricing. All figures are annual, exclude VAT and exclude implementation.

Buying Through G-Cloud and US Contracts

In the UK, councils and central government bodies can buy GXA through the G-Cloud 15 framework, which lets them compare the published bands before talking to sales and buy through an established public-sector route. Consultancy packages of 25, 50 or 100 days are priced at £32,500, £60,000 and £110,000, billed in advance and forfeited after 12 months if unused. US agencies buy through quotes, often alongside existing Granicus contracts, so the UK figures work best as a reference point rather than a promise.

Three Council Budgets in Pounds

These examples use the G-Cloud list prices and leave out implementation and VAT.

  • A district council under 150,000 people adding SMS: GXA Core at £17,850 plus SMS at £20,000 comes to £37,850 a year.
  • A council of about 300,000 wanting an agentic tier and phone voice: Agentic Solutions Enhanced at £59,375 plus web and phone voice at £56,000 comes to £115,375 a year.
  • A smaller council buying two advanced agents: A Licensing Agent at £28,000 plus a Resident Assistant Agent at £55,000 is £83,000; with the 5 percent two-product discount, £78,850 a year.

An interaction can hold several questions and ends after 30 minutes of inactivity, which matters for agencies sized by interaction volume. The value case usually compares these figures with contact center staff time: if GXA handles a large share of routine calls and after-hours questions, the saving shows up as shorter hold times and fewer repeat calls.

Granicus GXA Compared With Polimorphic, Citibot, CivicPlus Agent and Darwin AI

Government AI agents split between resident-facing answer and request tools and back-office automation.

For agencies already on Granicus websites, OneView, govService or Agenda LE, GXA connects to systems they own. CivicPlus Agent plays the same role for CivicPlus customers. Polimorphic and Citibot work as standalone resident agents, and Darwin AI focuses on internal processes. See more in our government AI agents guide.

Agencies With Heavy Resident Contact

  • Cities and counties with busy contact centers: GXA answers routine questions and logs requests around the clock.
  • Existing Granicus customers: Integrations with OneView, govService, Agenda LE and Granicus websites are already in place.
  • Multilingual communities: Oak Park’s use in more than 75 languages shows its range.
  • UK councils buying through G-Cloud: Published bands make procurement simpler.
  • Agencies with after-hours demand: Nearly half of GXA conversations happen outside office hours, which is when phone lines are closed.

Small Towns and Agencies Wanting Per-Use Pricing

  • Very small towns: Annual bands start at £17,850, so a per-call tool like Polimorphic may cost less at low volume.
  • Agencies that need permitting automation now: Workflow agents for permitting and licensing are still in development.
  • Agencies on other website and request platforms: Much of GXA’s action-taking depends on Granicus integrations.

Annual Credits, Preview Features and Content Upkeep

  • Credits and interactions: They are annual and do not roll over, so size the band carefully.
  • Preview labels: Several capabilities were in preview in early 2026. Confirm which are generally available in your contract.
  • Add-on costs: Channels and integrations are priced separately. At band 1, the seven channel add-ons together cost more than GXA Core itself, so pick channels by resident demand.
  • Content quality: GXA answers from approved content. Use its content-gap analytics to keep pages current.
  • Security documentation: Request Trust Center documents and any certifications your procurement requires.

GXA Growth, New Channels and the Innovation Lab in 2026

In its January 2026 semiannual update, Granicus previewed GXA voice, SMS, WhatsApp and social channels, workflow agents, service request integrations with OneView and govService and agenda integrations with Agenda LE, and announced AI search summaries for its website product.

On August 21, 2026, Granicus announced that many of these were available, reported more than 90 percent of inquiries answered and 35 percent monthly growth in resident interactions, named customers including Wyandotte County and Kansas City, Kansas, Jackson County, Missouri, Oak Park, Illinois, Orlando, Florida, and Belmont, California, and launched the Granicus Innovation Lab. CEO Mark Hynes said GXA helps agencies handle routine questions and transactions at scale so staff can focus where people need them most.

A Strong Choice for Agencies Already on Granicus

Granicus GXA scores 7.9/10 on our scale. Strong reported answer rates, multichannel reach, service request integration and a published UK price list make it a solid option for agencies with real inquiry volume. Granicus could help buyers further by naming security certifications and setting dates for its workflow agents.

For a Granicus customer with a busy contact center, a pilot on one high-volume topic such as waste collection is a sensible start. Smaller towns should also price Polimorphic and Citibot.
