Cerillion put an MCP server and five AI agents into its telecom billing and CRM suite in October 2025, then added Agent2Agent coordination in April 2026 so those agents can share context and act together across systems. The best known is the Billing Agent, which answers questions about bills, payments and transactions for call center staff and, through the self-service portal and app, for subscribers themselves.
For operators running or moving to Cerillion’s suite, the agents are a useful upgrade, scoring 7.3/10 on our scale. They are sold as part of a BSS/OSS contract rather than on their own, on a term licence of five years or more, at quoted prices. Cerillion’s order backlog hit a record £82.1 million in March 2026. We have not used Cerillion ourselves; this review is based on its release announcements, investor materials and customer news.
Five Agents, an MCP Server and Agent2Agent Support
- Cerillion added an MCP Server and five agents (Billing, Sales, Workflow, Catalogue and Promotions) in release 25.2 in October 2025, and Agent2Agent coordination in 26.1 in April 2026.
- The Billing Agent explains bills, payments and transactions to call center staff and, through self-service and the app, to subscribers.
- Cerillion’s order backlog reached £82.1 million at March 31, 2026, up 64%, helped by a £42.5 million five-year Omantel contract.
- Pricing is a quoted term licence, typically five years or more, and the agents need the Cerillion suite underneath.
- Best for regional and mid-size operators replacing billing and CRM; Amdocs aOS and Totogi BSS Magic suit operators keeping other vendors’ stacks.

For a buyer, the financial figures matter more than they would for a software startup. A billing system runs for many years, and Cerillion’s doubling of new orders, £32.5 million net cash and £82.1 million backlog point to a vendor that will be around to support a long contract. The dip in first-half revenue reflects the timing of licence revenue, which the company expects to recognize in the second half.
The scale also sets expectations. With about 70 installations, Cerillion is a specialist, not a giant like Amdocs. That can mean closer attention from the vendor and a smaller pool of reference customers. Telesur is the operator Cerillion has named running the agents in production.
Agents Built Into the Enterprise BSS/OSS Suite
Cerillion’s agents are part of its Enterprise BSS/OSS suite, which covers billing, CRM, product and service catalogs, self-service and mobile apps. Based on the 25.2 and 26.1 release announcements, here is how they fit together.
Billing, Sales, Workflow, Catalogue and Promotions Agents
- Billing Agent: answers questions and gives explanations about bills, payments and transactions in plain language. It is available to call center representatives and to subscribers through the Self Service portal and Mobile App.
- Sales Agent, Catalogue Agent and Promotions Agent: help commercial teams handle complex product, offer and promotion work through a chat interface, alongside the Enterprise Product Catalogue and Promotions Engine.
- Workflow Agent: helps users manage operational workflows and reach outcomes faster.
Cerillion’s CEO, Louis Hall, described the change as letting users ask questions, get answers and take action inside business applications.
The MCP Server
All the agents run on Cerillion’s MCP Server, which uses the company’s TM Forum-certified Open APIs to share context consistently across BSS and OSS applications. The server also lets Cerillion’s agents connect to external MCP servers and third-party AI systems, so an operator can plug in tools or agents from other vendors.
Agent2Agent Coordination
Release 26.1 added Agent2Agent capabilities, which let agents share context and coordinate actions across multiple systems in real time, both inside Cerillion and with external systems. Progressive Discovery allows agents to find and access relevant data and services as workflows evolve. The CEO framed this as a move from individual AI features toward more coordinated and autonomous operations.
The Platform Underneath
The same releases strengthened the suite the agents depend on: a new Service Catalogue, a Mobile App rebuilt on the composable Self Service framework, a re-engineered Interconnect Manager, event-driven notifications, more flexible quota management and QoS-based rating, and better inventory monitoring and diagnostics. The suite runs as SaaS, in private or public cloud, as a managed service or on premises.
A Live Example: Telesur
Telesur, the leading telecom provider in Suriname, is the clearest public example of the agents in use. It went live on release 26.1 in September 2026 with AI-powered agents for automation, the Promotions Engine for designing and launching offers faster, CRM Plus, which pulls customer data from several systems into one real-time view, and a wider set of TM Forum Open APIs. Telesur’s CEO, Doric Ramlakhan, described the upgrade as smooth, with minimal disruption to the business. Its next phase is Cerillion’s composable Self Service, which adds digital journeys and eKYC for customer onboarding, the same self-service layer through which subscribers can reach the Billing Agent.
Rating and Charging Stay Deterministic
Cerillion’s investor presentation notes that AI fits probabilistic tasks, not those where requirements must be met exactly. In practice, billing rules, rating and charging stay deterministic, and people still approve offers, promotions and anything with a regulatory or financial consequence. The agents help staff and subscribers understand and act faster rather than replacing billing logic.
Five-Year Term Licences and Custom Quotes
Cerillion does not publish prices. Its interim results describe the commercial model.
| Plan | Price | Billing | What’s Included | Limits |
|---|---|---|---|---|
| Term licence | Custom quote | Subscription agreements of five years or more | Cerillion BSS/OSS modules licensed, with AI agents and the MCP Server in current releases | Licence revenue is recognized up front when licences are usable |
| SaaS or managed service | Custom quote | Multi-year contract | Hosted suite run by Cerillion or in a chosen cloud | Scope set by contract |
| Support and maintenance | Custom quote | Annual | Ongoing support and upgrades, such as moving to 26.1 | Part of recurring revenue |
Using Omantel’s Contract as a Yardstick
Because each operator gets a quote, published contracts and company totals are the best yardsticks. The calculations below use Cerillion’s reported figures.
- A large national operator: Omantel’s £42.5 million, five-year contract works out to about £8.5 million a year for a full-stack deal with Oman’s largest telecom provider.
- A regional operator: Armenia’s Ucom signed a $11.4 million contract in January 2025, a reference point for a mid-size single-country deployment.
- The average existing customer: £19.1 million of annualized recurring revenue across about 70 installations is roughly £273,000 per installation a year, a rough average that mixes support, maintenance and SaaS fees across very different operators.
Costs beyond the licence: system integration and data migration from the legacy billing platform, internal project teams for a multi-year rollout, any third-party AI models connected through the MCP Server, and upgrade projects to stay on releases with the latest agent features. Existing customers should ask whether the agents and MCP Server are covered by current support and maintenance or need a new licence module, and whether usage of the subscriber-facing Billing Agent is metered.
Cerillion AI Agents Compared With Amdocs aOS, Netcracker and Totogi BSS Magic
Telecom AI agents split into two camps: agents built into a vendor’s own BSS/OSS suite, and agent layers that sit on top of whatever systems an operator already runs. Cerillion is in the first camp.
| Agent | Starting Price | Free Plan | Main Strength | Main Trade-Off | Best For |
|---|---|---|---|---|---|
| Cerillion AI Agents | Custom quote | No | Agents built into a full BSS/OSS suite with MCP and A2A | Requires the Cerillion suite | Mid-size operators replacing billing and CRM |
| Amdocs aOS | Custom quote | No | Runs on top of non-Amdocs BSS/OSS systems | Commercial model still being settled in 2026 | Large carriers with mixed vendor stacks |
| Netcracker Agentic AI Solution | Custom quote | No | Large library of pre-built telecom agents | CSG merger may shift roadmaps | Operators on Netcracker OSS and BSS |
| Totogi BSS Magic | Custom quote | No | Sits on existing systems with a standards-based data model | Most customers unnamed | Tier-1 mobile operators with multi-vendor estates |
If you are already replacing billing, Cerillion’s agents come with the platform and share its standards-based APIs. If you are not, an overlay such as Amdocs aOS or Totogi BSS Magic is usually the quicker way to add agents to an existing stack. Current Cerillion Operators and Legacy Billing Replacers
- Operators already on Cerillion: upgrading to 25.2 or 26.1 brings the agents and MCP Server into the suite you run.
- Regional and mid-size operators replacing legacy billing: customers such as Telesur, Ucom and Omantel show the range Cerillion serves.
- Call centers with heavy billing queries: the Billing Agent explains bills and payments to staff and subscribers.
- Operators that care about TM Forum standards: Diamond-level Open API conformance and ODA certifications ease integration with other systems.
- Teams planning a multi-vendor agent setup: MCP and A2A let Cerillion agents work with external agents and AI systems.
Other BSS Vendors’ Customers and Quick-Pilot Seekers
- Operators keeping another vendor’s BSS: Cerillion’s agents depend on its own suite.
- Buyers wanting quick, low-commitment pilots: contracts run five years or more.
- Operators that want agents within months: the agents arrive with a BSS rollout or upgrade project, not as a quick add-on.
- Operators seeking fully autonomous billing operations: Cerillion itself says AI is not suited to tasks that must be met exactly.
- Small providers on tight budgets: enterprise BSS projects carry large implementation costs.
Multi-Year Commitment and Release Timing
- Suite commitment: agents, MCP Server and data model are built for the Cerillion suite and multi-year licences, so plan for a long relationship.
- Release timing: agent features arrived in 25.2 and A2A in 26.1, so operators on older releases need an upgrade project first.
- Assistive scope: public material describes agents that explain, answer and help users act. Test exactly which actions they can take on their own.
- Third-party AI costs: connecting external models or agents through MCP may add usage costs outside the Cerillion contract.
- Revenue timing: H1 FY26 revenue and margins fell on licence phasing; check delivery capacity given the record backlog.
Telesur Goes Live on Release 26.1
- On September 28, 2026, Telesur went live on Cerillion 26.1, using AI agents, the Promotions Engine and CRM Plus, with composable Self Service and eKYC planned next.
- On June 1, 2026, Cerillion presented interim results showing new orders up 102% to £39.6 million and a record £82.1 million backlog.
- On April 29, 2026, Cerillion released 26.1 with Agent2Agent capabilities and Diamond-level TM Forum Open API conformance.
- On October 29, 2025, Cerillion 25.2 launched with a new MCP Server and Billing, Sales, Workflow, Catalogue and Promotions agents.
A Strong Fit When Cerillion Runs Your Billing
Cerillion’s agents are worth it for operators that are already on Cerillion or choosing it as their next billing and CRM platform. They score 7.3/10 on our scale. That reflects how they are bought more than how they are built: long licences, quoted prices and the full-suite requirement weigh on the score, while standards-based MCP and A2A support lift it. The Billing Agent is the clearest everyday win, reaching both call center staff and subscribers.
For operators keeping another vendor’s BSS, an overlay product is the more practical route to AI agents. For those in a replacement project, ask Cerillion to demonstrate the Billing and Promotions agents on your own catalog and bill data, and to name a reference customer running them live.
Pricing Through Cerillion’s Term Licences
How Much Do Cerillion AI Agents Cost?
Cerillion does not publish prices. The agents are part of its BSS/OSS suite, sold on term licences of five years or more or as SaaS and managed services, with each contract quoted per operator.
What Does the Cerillion Billing Agent Do?
It answers questions and explains bills, payments and transactions in natural language. Call center representatives use it on the desktop, and subscribers can reach it through Cerillion’s Self Service portal and Mobile App.
Do Cerillion’s Agents Work With Other AI Systems?
Yes. The MCP Server connects to external MCP servers and third-party AI systems, and release 26.1 added Agent2Agent capabilities so agents can coordinate with systems outside the Cerillion platform.
Which Operators Use Cerillion’s AI Agents?
Telesur in Suriname went live on release 26.1 with AI agents in September 2026. Cerillion’s wider customer base includes about 70 installations in around 45 countries, including Omantel and Ucom.
How Do Cerillion’s Agents Differ From Amdocs aOS?
Cerillion’s agents are built into its own BSS/OSS suite, while Amdocs aOS is designed to run on top of systems from other vendors too. Operators replacing billing may prefer Cerillion; those keeping a mixed stack may look at aOS.
