Bullhorn says firms using Amplify make 39% more placements per recruiter with the same headcount, even while job orders fell 20%. That claim, from its May 2026 Engage conference, is the pitch in one line: AI digital workers that match, screen, message and submit candidates inside the staffing software about 10,000 firms already use, so revenue can grow without hiring more recruiters.
Amplify is best for staffing and recruitment agencies already running on Bullhorn that want more submissions per recruiter. Pricing is the main area to improve: Amplify is in the quote-based Pro and Max tiers, while the published Starter and Core plans, at $99 and $165 per user a month, do not include it. It works inside Bullhorn. We rate it 8.0/10 on our scale. We have not used Bullhorn ourselves; this review is based on Bullhorn’s press releases and customer pages, plus third-party pricing analysis.
Placements per Recruiter Up 39% Among Early Adopters
- Bullhorn reports early Amplify adopters raised placements per recruiter by 39% while orders fell 20% and headcount held steady, and Procom lifted its submission-to-placement rate by 65%.
- Amplify launched in May 2025 and became a set of digital workers in May 2026: Match, Screen, Outreach, Present, Enrich, Verify, Prospect, Audit and Transcribe, directed through Amplify Chat.
- Pricing is quote only: Amplify comes with the Pro and Max tiers, with agentic screening, matching and outreach reserved for Max; Starter ($99) and Core ($165 per user a month) exclude it.
- Verify targets candidate fraud, a growing problem when job seekers and bots can send up to 11,000 applications a minute, according to Bullhorn.
- It suits agencies already on Bullhorn; agencies on another ATS should compare Juicebox for sourcing or LinkedIn Hiring Assistant before migrating.
Named Customer Results and the Data Behind Amplify
Bullhorn publishes more named customer results for Amplify than most staffing software vendors, along with the scale of the data behind it. Most figures come from Bullhorn and its customers.
| Fact | Detail | Source and Date |
|---|---|---|
| Launch results | Amplify customers saw 51% more submissions to jobs and 22% higher fill rates; 85% of candidates screened by Amplify reported a positive experience | Bullhorn launch release, May 28, 2025 |
| AI usage | Bullhorn customers used its generative AI and agents more than 100 million times in the year before launch | Bullhorn launch release, May 28, 2025 |
| Training data | The matching skill draws on insights from more than 60 million historical placements | Bullhorn launch release, May 28, 2025 |
| Early adopter results | Placements per recruiter up 39% while orders fell 20% and headcount stayed steady | Bullhorn Engage 2026 release, May 28, 2026 |
| Procom | 65% higher submission-to-placement rate; resume formatting that took up to 45 minutes per resume automated | Bullhorn customer page, February 2026 |
| IDR | 200 hours saved per week (2026); junior recruiters ramp 30% faster and the firm screens 15,000 more candidates a month (2025) | Engage 2026 release and launch release |
| Other customers | Employment Enterprises: 23% higher weekly gross profit. Tential: 40% more submissions with the same team. ESNY: 70% screener completion and a 4.6 out of 5 candidate rating | Engage 2026 release and customer page |
| Company scale | More than 10,000 customers, about 1,400 employees in 14 countries, founder-led and based in Boston | Bullhorn Engage 2026 release, May 28, 2026 |
| AI acquisition | Bought Amsterdam-based Textkernel, whose parsing and matching serve more than 2,000 customers including eight of the top 10 staffing agencies | HRO Today, June 18, 2024 |
| Published prices | Starter $99 and Core $165 per user a month; Pro, Max and the Amplify add-ons are contact-for-price | PricingSaaS tracker, viewed October 2026 |
The customer figures are strong but they measure different things: fill rates, gross profit, hours saved, submissions. That is useful because it shows where firms actually feel the effect. Agencies with a bottleneck in screening and formatting submissions, like Procom and IDR, report the clearest gains. Every number here comes from Bullhorn or a customer it chose, so ask for references in your own segment.
The Textkernel deal explains why matching is Bullhorn’s most mature skill: it bought a parsing and matching engine already used by most of the largest staffing firms. The headcount context Bullhorn cites matters too. It says only 35% of recruiters hired in 2024 stayed two years and new recruiters take about 180 days to become productive, which is the cost Amplify is trying to offset.
Digital Workers Inside the Bullhorn Platform
Amplify is not a separate app. It is a layer of AI skills, now called digital workers, inside the Bullhorn Platform and Bullhorn Recruitment Cloud. Recruiters can deploy workers inside their own workflows, and managers can deploy them across teams.
The Digital Workers
- Match: pairs candidates already in the database with open roles, drawing on 60 million-plus historical placements.
- Screen: runs chat or voice interviews with candidates and writes summaries for the recruiter.
- Outreach: launches and manages multi-step candidate campaigns and follow-ups.
- Present: builds and sends client-ready submission packets with formatted resumes and notes.
- Enrich: cleans and completes records using data already in the system.
- Verify: flags signs that a candidate may not be genuine across screening, document checks and assignment check-ins.
- Prospect: finds and ranks new business opportunities for sales teams.
- Audit: finds pay, bill and compliance errors in Bullhorn data.
- Transcribe: captures calls and meetings and turns them into next steps.
Amplify Chat
Amplify Chat is the command layer added in May 2026. Recruiters ask questions in everyday language, such as which clients posted new jobs this month, and it can take actions such as creating notes, building lists and setting follow-up tasks. It can also direct the digital workers and set off multi-step workflows.
A Typical Flow
A new job order arrives. Match surfaces candidates already in the database, Outreach contacts them, Screen interviews those who respond and Verify checks for warning signs. Present builds the submission packet and the recruiter decides whether to send it to the client. Transcribe logs the client call that follows, and Audit later checks that the placement’s pay and bill rates are right.
Getting on the Pro or Max Tier
- Be on Bullhorn: Amplify needs the Bullhorn Platform or Bullhorn Recruitment Cloud.
- Move to the right tier: Pro includes AI search and match, Amplify Chat, data enrichment, resume formatting and call transcription; Max adds agentic screening, matching and multi-step outreach, according to Recruiterflow’s reading of Bullhorn’s pricing page.
- Clean your data: matching and enrichment work on your existing records, so data quality sets the ceiling.
- Choose which workers act alone: decide where Outreach and Present may send without review and where a recruiter approves first.
- Check screening rules: confirm voice screening meets recording and consent rules in each market you hire in.
Clients, Submittals and Offers Stay With Recruiters
Recruiters still own client relationships, decide which candidates to submit and negotiate rates and offers. Bullhorn frames Amplify as taking on volume work so recruiters can spend time with clients and candidates. Someone also has to set the rules for each worker and review its output, especially anything that reaches a client.
Published Entry Plans, Quoted Amplify Tiers
Bullhorn publishes prices only for its entry plans. Amplify sits in the higher tiers, which are quote only. The table combines the plans tracked by PricingSaaS with Recruiterflow’s September 2026 analysis of Bullhorn’s pricing page.
| Plan | Price | Billing | What’s Included | Limits |
|---|---|---|---|---|
| Starter | $99 per user a month | Subscription | Entry Bullhorn ATS and CRM plan | No Amplify; open to agencies of any size since July 2026 |
| Core | $165 per user a month | Subscription | Bullhorn ATS and CRM mid-tier plan | No Amplify |
| Pro | Quote | Contract | Core plus AI search and match, Amplify Chat, data enrichment, resume formatting and call transcription | No agentic screening or multi-step outreach |
| Max | Quote | Contract | Pro plus agentic screening, agentic matching and multi-step AI outreach | Highest tier |
| Amplify Search and Match, Amplify Digital Workers | Quote | Add-on | Listed as separate add-ons on Bullhorn’s pricing page | Contact sales |
Starting From the Published Price Floor
Because Pro and Max prices are not published, the only firm numbers are the plans below them. These examples show the published floor you would be stepping up from. Team sizes are our own illustrations.
- A 10-recruiter agency on Core: 10 users at $165 is $1,650 a month, or $19,800 a year, before Amplify. Pro or Max will cost more per user.
- A 25-recruiter agency on Core: $4,125 a month, or $49,500 a year, again before any Amplify tier.
- What the vendor results imply: IDR reports saving 200 hours a week. At a 40-hour week that is the work of five full-time people, which is the type of saving that has to cover the step up from Core to Pro or Max.
Costs to clarify in a quote: the per-user price of Pro and Max against Core; whether Amplify Digital Workers is priced per user, per worker or by usage; the cost of voice screening minutes; and migration and onboarding fees if you are moving from another ATS. Ask for the contract length and renewal cap in writing.
Bullhorn Amplify Compared With Juicebox, LinkedIn Hiring Assistant and Olivia by Paradox
Agencies weighing Amplify usually compare it with sourcing agents that sit outside the ATS and with high-volume screening tools. The question is whether you want AI inside your system of record or a separate tool.
| Agent | Starting Price | Free Plan | Main Strength | Main Trade-Off | Best For |
|---|---|---|---|---|---|
| Bullhorn Amplify | Quote (Pro and Max tiers) | No | Match through submission and back-office checks inside the staffing ATS | Works inside Bullhorn; AI pricing by quote | Agencies already on Bullhorn |
| Juicebox | $99 per seat a month billed yearly | Limited | Plain-English sourcing and always-on agents with published prices | ATS sync only on the custom Business plan | Small agencies and startups sourcing outbound |
| LinkedIn Hiring Assistant | Quote, add-on to Recruiter | No | Sourcing and pre-screening on LinkedIn’s network, with an agency version | Requires a Recruiter seat at a higher price point | Agencies and corporate teams on LinkedIn Recruiter |
| Olivia by Paradox | Quote | No | Text-first screening and scheduling at very high volume | Built for employers, not agencies | Large employers hiring hourly staff |
Amplify’s advantage is that it works on the records, jobs and placements an agency already keeps in Bullhorn, so submissions, compliance checks and billing sit in one place. Juicebox is better at finding new people outside your database and costs far less to try. LinkedIn sells Hiring Assistant through Recruiter Professional Services Plus for agencies, which makes sense where InMail drives most first contacts. Paradox handles inbound volume for employers rather than agency workflows. More options are on our recruitment agency agents page.
Bullhorn Agencies Bottlenecked on Screening
- Agencies already on Bullhorn: there is no migration, and the workers act on data you already have.
- Firms where screening and submissions are the bottleneck: Procom and IDR report their biggest gains in formatting, screening and submission work.
- Staffing firms facing candidate fraud: Verify adds authenticity checks from screening through assignment.
- Light industrial and high-volume staffing: chat and voice screening at scale fits roles with many applicants per order.
- Firms struggling to keep and ramp recruiters: IDR reports junior recruiters ramping 30% faster. Browse our recruiting and HR agents for more options.
Agencies on Another ATS Would Plan a Migration First
- Agencies on another ATS: Amplify works only inside Bullhorn, so you would be buying a migration as well as AI.
- Small agencies that need a known price: Starter and Core are published, but Amplify is not; Juicebox lists its prices.
- Corporate talent teams: Bullhorn is built for staffing firms, and in-house teams usually need different ATS features.
- Firms that mainly need new candidates: Match works best on your existing database; dedicated sourcing tools search beyond it.
- Teams that find Bullhorn’s interface slow today: some reviewers describe a dated, slow interface with many clicks, and Amplify sits on top of it.
The Most Autonomous AI Sits in the Max Tier
- Tier details: the more autonomous screening, matching and outreach are on Max, so confirm that the AI you see in a demo is in the tier you are quoted.
- Vendor-reported results: every headline figure comes from Bullhorn or customers it selected; ask for references in your segment and measure your own baseline first.
- Approval settings: before go-live, agree in writing which workers may send messages or submissions to clients on their own and which need a recruiter’s sign-off.
- Voice screening rules: recorded interviews raise consent and data retention questions that vary by country and US state.
- Data quality: reviewers mention CV parsing and search accuracy in the core platform, and matching reflects the quality of the records underneath.
- Paid extras: reviewers say some features, such as email automation, cost extra or need partners; check what sits outside your tier.
Amplify’s Engage Boston Launch and 2026 Follow-Up
- On May 28, 2025, Bullhorn launched Amplify at Engage Boston, citing 51% more submissions and 22% higher fill rates among customers.
- On May 28, 2026, Bullhorn unveiled Amplify Digital Workers with four new skills (Verify, Prospect, Audit and Transcribe) and the Amplify Chat command layer.
- On July 13, 2026, PricingSaaS recorded that Bullhorn opened its $99 Starter plan to agencies of any size, removing a limit of one or two users.
- On September 17, 2026, Recruiterflow published an analysis of Bullhorn’s pricing page showing Amplify in the quote-only Pro and Max tiers, with agentic workflows in Max.
A Serious Option for Agencies Already on Bullhorn
For agencies already on Bullhorn, Amplify is worth a serious look. It scores 8.0/10 on our scale: strong on autonomy and on the range of work it covers, from matching to pay and bill audits, with room to grow in pricing transparency and reach beyond one platform. The customer results are among the best published in staffing, including Procom’s 65% higher submission-to-placement rate and IDR’s 200 hours a week saved.
For anyone else, the calculation is different. Moving to Bullhorn to get Amplify means a migration plus a quote-based tier, so compare it with sourcing tools that work alongside your current ATS first. If you are on Bullhorn, ask for Pro and Max prices side by side, pilot Screen and Present on one desk, and compare submissions per recruiter against the previous quarter before rolling it out.
Which Bullhorn Tiers Carry Amplify
Which Bullhorn Plans Include Amplify?
Amplify comes with the quote-based Pro and Max tiers. Pro includes AI search and match, Amplify Chat, enrichment, resume formatting and transcription; Max adds agentic screening, matching and multi-step outreach. Starter at $99 and Core at $165 per user a month do not include it.
Can I Try Bullhorn Amplify Before Buying?
Bullhorn does not list a free plan or self-serve trial for Amplify. Access goes through Bullhorn’s sales team, so ask for a demo on your own data and a pilot on one desk before signing.
How Does Bullhorn Amplify Spot Fake Candidates?
The Verify digital worker flags authenticity signals across screening, document verification and assignment check-ins. Used with Screen, Bullhorn says it helps separate real candidates from potentially fraudulent ones. Final decisions stay with recruiters.
Is Bullhorn Amplify Better Than Juicebox for Agencies?
They do different jobs. Amplify works on candidates, jobs and placements already in Bullhorn and handles screening, submissions and back-office checks. Juicebox finds new candidates across many sources and has published prices, but syncs with an ATS only on its Business plan.
Can Bullhorn Amplify Work With Another ATS?
No. Amplify runs on the Bullhorn Platform and Bullhorn Recruitment Cloud only. Agencies on another ATS would need to move to Bullhorn first.
